Qualified Safety Plan Requirements
1. League Safety Officer is Joey Bauer
Plan on file with Little League International and all updates will be made through the Little League Data Center. The FLL Safety Officer email address is [email protected].
2. Distribution of Safety Manual.
FLL will distribute the current FLL Safety Manual electronically to all Managers, Coaches, League Volunteers, Concession Workers, Facilities Crew, and the District Safety Officer.

This list will be posted in concession stands or sheds, along with all applicable safety procedures for handling and tracking injuries.
4. Volunteer Applications
FLL shall screen all volunteers using the official Little League background screening company, JDP, to meet the minimum requirements for Little League International. See: https://www.jdp.com/littleleague-backgroundcheck/.
Abuse Awareness Training is also mandatory for all volunteers. Once completed your certificate must be emailed to Tim Martin, President.
ANYONE REFUSING TO FILL OUT THE VOLUNTEER FORM IS INELIGIBLE TO VOLUNTEER!
5. Fundamentals Training
FLL will provide annual coaches training covering key fundamentals, coaching techniques, and rules for baseball and/or softball. At least one manager or coach from each team shall be current with coaches training by attending the course or completing a refresher. Training completion is valid for a volunteer for two (2) years. It is recommended that all Managers and Coaches attend coaches training annually. Training may be completed electronically or in person to fulfill this requirement.
6. First Aid/CPR Training
Frederick Little League will conduct First Aid/CPR training as required. Training may be put on by the Frederick County Sheriff's Office or other qualified trainer, and certification is valid for 2 years from the day of the training.
7. Field Inspections
An annual field inspection shall be completed prior to Opening Day using the attached checklist. The home team manager is responsible for inspecting the field prior to game start. Spot inspections may be conducted at any time by managers, coaches, umpires, field maintenance staff, board members, and designated volunteers; managers, umpires, and board members are authorized to close the field/facility if an issue is deemed a significant or imminent health or safety hazard. All concerns shall be conveyed to the Safety Officer or the Board Member on Duty ASAP!
8. Current Year Annual Little League Facility Survey- Completed in the Data Center
Our current Annual Little League Facility Survey has been completed, reviewed and updated in the Little League Data Center. The current year ASAP plan is posted on the FLL website.
9. Concession Stand Safety
Menu shall be approved by the Safety Officer and League President and will be posted in several areas of the concession stand. An annual inspection shall be completed each year, prior to opening day or first use in accordance with local health department regulations. Spot inspections may be conducted by manager, coaches, umpires, field maintenance staff, board members, and designated volunteers as needed; managers, umpires, and board members are authorized to close the Concession Stand if an issue is deemed a significant or imminent health or safety hazard. Our Concession Stand Safety Procedure List will be posted in several areas of the concession stand as well.
The concession stands shall operate in accordance with best practices and guidance from the CDC, World Health Organization (WHO), The Aspen Institute, and Maryland State and the City of Frederick and Frederick County local government for food services.
10. Equipment Inspection
The League Equipment Manager will inspect and replace all equipment prior to the start of the current season. Managers, Coaches, Umpires, Maintenance Staff, Board Members, and designated volunteers may conduct spot inspections at any time; managers, umpires, and board members are authorized to remove any equipment from play that is deemed unsafe or not in compliance with Little League Rules and Regulations, including equipment not owned by the league and brought to the field by a player, manager, coach, umpire, volunteer, etc. Managers, Umpires, and Board Members are authorized to suspend/cancel play/games/practices/events if the unsafe/illegal equipment is not removed from the field of play. All concerns shall be conveyed to the Safety Officer or the Board Member on Duty ASAP.
11. Accident Reporting
FLL will use the Incident Tracking Form from the Little League International Website and the Safety Officer will instruct every member of the FLL the procedures of Accident/Near Miss Reporting. All completed Accident/Near Miss Reports need to be filed with the Safety Officer within 24-48 hours of the incident. All safety procedures, forms, and contact information will be posted in League common areas.
12. First-Aid Kits
Each team will be issued an updated First Aid Kit and the manager is required to have the First Aid Kit on site and readily accessible at every practice, game, and team event. There will also be additional First Aid Kits, supplies, and ice packs in concession stands or sheds.
13. Automated External Defibrillators (AEDs)
AEDs will be located at:
Robert B. Staley Stadium, concession stand
Max Kehne Baseball Field, concession stand
Grove Park, concession stand
14. Little League Rules
FLL will require ALL TEAMS, MANAGERS, COACHES, BOARD MEMBERS, & VOLUNTEERS to enforce all Little League and local league Rules.
Rules including, but not limited to:
Proper equipment for catchers
No on-deck batters
Jewelry is allowed, provided that it is not a safety risk to the player or others
Coaches are allowed to catch pitchers during the regular season only (Rule 3.09);
Bases will all be Safety Slide Bases and disengage on all fields
FLL Code of Conduct
Ensure players have required equipment at all times, even catchers warming up during infield.
Make sure coaches and managers enforce rules at practices as well as games.
Make sure all fields have bases that disengage from their anchors.
Pitch Counts are to be tracked and age in limits and rest requirements are to be followed.
The current Little League Rule Book along with FLL approved amendments and local rules, where permitted by Little League International, are to be used in all FLL games and practices. Only Little League approved equipment shall be used. All Volunteer/Coach Code of Conduct & Safety Code of Conduct forms will be reviewed and signed or electronically accepted by every member of the Frederick Little League and paper or electronic records kept on file by the league for the Safety Officer access as needed.
15. Player, Manager, & Coach Data
League player registration, player roster, and manager/coach data will be submitted via the Little League Data Center. Any new player or coach/manager data will be added to the Little League Data Center within two weeks of becoming active with a team.
16. Qualified Safety Plan Registration Form
Our current year Qualified Safety Program Registration Form has been submitted the Little League Data Center as required.
